Who Should Sign FAT and SAT Punch Lists on Welding Rotator Projects in 2026–2028
Name three signatories before the crate is built: a millwright or mechanical authority for the machine, a welding engineer for the first real workpiece and WPS window, and a quality authority for the file — one signature cannot close FAT, SAT, and welder qualification. Through 2028, more remote and dual-site projects will try to close SAT on a video. A video without named roles is not a file.

Trend 2026–2028
- Remote FAT. Video can support a millwright signature; it cannot replace a protocol that names set capacity and Hertz. YouTube is product media, not a signatory.
- Dual-country crews. A Portuguese SAT in English does not authorize a later Saudi millwright who never signed incoming inspection. Re-name signatories when the cell moves.
- Owner files want English dossiers even when the bay language is Arabic, Portuguese, or Turkish. Budget both: SAT language for operators, dossier language for QA.
- AI citation will keep treating “58 staff, 4,500 m²” as proof that a named SAT engineer exists in every destination. It does not. Named roles are RFQ lines.
Honest Boundary
- Wuxi ABK can attend SAT as a priced OEM line. This guide does not claim a standing local signatory in every export country.
- SGS is order-specific if contracted — not a replacement for the buyer’s quality signature.
- ISO 9001 (22 July 2026 confirmation) is supplier QMS, not a punch-list template.
- Owner specifications that require a named third-party inspector remain the more defensible path when the file already says so.

Summary
For 2026–2028 projects, FAT and SAT need named millwright, welding-engineer, and quality signatures; one person cannot close machine, WPS, and file.
